Mit der „Erklärung von Prinzipien der Toleranz“ durch die UNESCO am 16. November 1995 wurde die Idee, die Stele als das Symbol der Toleranz zu definieren, inhaltlich konkret, darauf wurden die weiteren Planungen und Genehmigungsverfahren ausgerichtet. Für die 60 Meter hohe, rote Stele wurde am 19. Juli 1999 die Baugenehmigung erteilt und am 23. März 2001 der Nutzungsvertrag abgeschlossen. Zahlreiche Informations-Aktionen und Werbeveranstaltung folgten, so auch die Errichtung eines 3 Meter hohen 1:1 Modells am späteren Standort. Da die Finanzierungsbemühungen nicht den erforderlichen Gesamtbetrag erreichten, wurde mit Abbau des Modells am 25. Juni 2010 das gesamte Engagement auf das bereits aktiv betriebene Netzwerk-Stelen der Toleranz ausgerichtet.

With the "Declaration of Principles of Tolerance" by UNESCO on 16 November 1995, the idea of defining the stele as the symbol of tolerance became concrete in terms of content, and further planning and approval procedures were geared towards this. The building permit for the 60-metre-high red stele was granted on 19 July 1999 and the contract of use was concluded on 23 March 2001. Numerous information campaigns and promotional events followed, including the erection of a 3-metre-high 1:1 model at the later site. As the financing efforts did not reach the required total amount, all engagement was directed towards the already actively operated Network Stelae of Tolerance when the model was dismantled on 25 June 2010.
